Purpose and Description of the Environmental Study
US 93 is a critical link in the transportation system connecting Northern Arizona and Southern Nevada. This region is experiencing tremendous growth in population and commerce. To accommodate this growth, the segment of US 93 near Boulder City required improvements to safety and access for both the traveling public and the Boulder City community. To study and evaluate these issues NDOT initiated an Environmental Impact Statement (EIS).
The study included traffic improvements to US 93 in the Boulder City area, referred to as the US 93 Corridor. The corridor was defined on the western boundary of US 93 in Henderson, Nevada, approximately one mile north of the Railroad Pass Hotel Casino, and on the eastern boundary of US 93 approximately 5 miles east of downtown Boulder City. The eastern boundary is coincident with the western end point of the US 93 Hoover Dam Bypass project. The project covers a total distance of approximately 10.4 miles on the present route of US 93.
Improvements to the US 93 Corridor are considered necessary to provide for the existing and projected traffic demand along US 93 and to correct high accident areas. Specifically, this project will be designed to:
- Reduce traffic problems in the vicinity of Boulder City
- Extend freeway status to the U.S. 93/95 interchange
- Improve operations at the junction of U.S. 93/95
- Create a safer transportation corridor
- Accommodate future transportation demand
- Improve system linkage on U.S. 93 and maintaining route continuity
Where We Started
Working in cooperation with local citizens and decision makers, NDOT studied approximately 400 miles of corridor alternatives, and narrowed these to three project build and no build alternatives. Below is a map that shows the three build alternatives as well as the no build alternative.
Selecting a Preferred Alternative
To consistently review the corridor alternatives, a measurable set of evaluation criteria was created using the critical issues collected from the public and regulatory agencies. The corridor alternatives were narrowed to those specific alignments able to address the critical project issues criteria. Following five years of study and evaluation of transportation and environmental issues, the Project Management Team of local, state, and federal agencies concluded that an alternative route for US 93 around the city of Boulder City would best address these safety and access issues while balancing the needs of the surrounding community and the environment. This southern bypass, or Alternative D, was selected as the "Preferred Alternative" in the Final Environmental Impact Statement (FEIS). After thorough analysis of comments received on the Draft and Final EIS, Alternative D was approved as the "Preferred Alternative" by FHWA, and a Record of Decision (ROD) was signed on December 8, 2005.
