The Federal Highway Administration (FHWA) published the Work Zone Safety and Mobility Rule on September 9, 2004 in the Federal Register (69 FR 54562). This rule updates and renames the former regulation on “Traffic Safety in Highway and Street Work Zones”. As such, all state and local governments that receive Federal-aid highway funding are affected by this updated rule, and are required to comply with its provisions not later than October 12, 2007.
These procedures shall be implemented on all federal and non-federal aid construction and maintenance projects anticipated to have significant work zone impacts, known as significant projects. However, there may be times when the concepts presented in these guidelines will be appropriate to include during the development of non-significant projects. For non-significant projects, standard agency traffic control procedures will apply.
This guide will be an essential tool for all individuals engaged in the planning, design, construction, permitting, inspecting or maintenance of work zones on state-maintained roadways or Federal-aid projects.
