NDOT Recovery Project Employment Reporting

What employment data does NDOT collect?

The United States Department of Transportation and the Federal Highway Administration (FHWA) require NDOT to collect project-specific employment data from primary contractors for both primary and subcontractors’ workforce on each recovery-funded project. The following are definitions of the required employment data as reported above:

Definitions

  • Total Number of Employees - Numbers represent total number of on-project employees employed on local and state recovery-funded road projects in Nevada during one-month increments (state and local government employees not included in above reporting). These numbers represent individual, one-month snapshots and can not be added cumulatively over multiple months, as the same employee may work the same project over the course of multiple months. It is important to note that, due to construction scheduling, there may be instances where one worker performs work at two separate recovery-funded projects and is thus counted as two employees.
  • Total Hours - This number represents the total hours worked by on-project employees for all state and local Recovery Act road projects. All hours worked by workers employed by contractors and subcontractors are included. State and local government employee hours are not included.
  • Total Payroll - This number represents the total wages, in dollars, paid out to on-project workers directly employed on all state and local Recovery transportation projects. This includes all payroll dollars going to workers employed by contractors and subcontractors (government employee payroll not included).
Due to winter weather conditions throughout Nevada, a routine decline in construction activity and employment can be created by winter weather conditions not appropriate for certain construction activities

Why does NDOT report the three types of recovery employment data above? NDOT has chosen to report all the measures above to provide a complete picture of the impact our state and local Recovery Act road projects are having on Nevada’s labor market and economic recovery. Additionally, because none of these numbers is a true “head count” of “unique” project employees, it is useful to view them as a whole.

How is the employment data NDOT collects reported to FHWA? NDOT is required by FHWA to submit a monthly employment report (FHWA-1587), containing data collected from contractors for each state and local Recovery road project. Employment data for state and local government employees working on Recovery transportation projects is also reported, although these government employees are not included in the job totals above. This report is submitted monthly, summarizing the previous month’s employment information.
