Environmental Services Division houses a diverse group of environmental specialists who research, analyze, and monitor the effects transportation projects have on the environment.
They include air, noise, hazardous materials, and water quality specialists; biologists, archaeologists, environmental engineers, social analysts, and National Environmental Policy Act (NEPA) and National Historic Preservation Act (NHPA) experts.
Available Publications:
Environmental Services has produced a "Procedures Guide" which was developed to provide uniform environmental practices for Department and consultant personnel preparing contract plans for Department projects.
Environmental Assessments:
An Environmental Assessment (EA) is prepared for actions in which the significance of the environmental impact is not clearly established. Should environmental analysis and interagency review during the EA process find a project to have no significant impacts on the quality of the environment, a Finding of No Significant Impact (FONSI) is issued.Environmental Services Sections

B.S., Watershed Science, Utah State UniversitySteve is the Chief of Environmental Services and previously worked in the NDOT Hydraulics Section for 4 years. Prior to hiring on with NDOT in 2004, he worked in consulting engineering as a project manager and hydraulic engineer focusing on the design and management of erosion control/water quality plans and roadway design projects.

Sharon Powers – Administrative Assistant II
Sharon came to Nevada about 25 years ago not knowing she would be working for the State of Nevada and just by chance came on board with them as a Temp 22 years ago at Legislative Council Bureau, but then was hired on permanent. Then working her way along to other agencies like the Public Service Commission and then to NDOT for 19 years. She started out in Overdimensional Permits, Administrative Services and Right-of-Way and now she has settled in Environmental Services where she will stay until her retirement. She likes to pass time at home with her dogs, crafts and her garden.

Cliff Creger – Chief Archaeologist
M.A., Anthropology, University of Nevada, RenoCliff has extensive experience with Federal Civil Service. He worked for three years as archaeologist for the U.S. Department of Fish and Wildlife and for 10 years as archaeologist with the U. S. Department of the Navy.

Daniel Harms – CEM, Supervisor III – Environmental Engineering
B.S., Hydrology/Hydrogeology, University of Nevada, Reno
A.S., Mathematics and Chemistry, Cosumnes River CollegeDan is the supervisor of the Environmental Engineering group and administers the completion of NEPA, environmental certifications, and daily operations. Prior to joining NDOT in 1998, Dan worked in the environmental field for over ten years where he performed remedial investigations, feasibility studies, technical oversight, and project management.

Daniel Nollsch – Environmental Services Supervisor
B.A., Sociology, University of Nevada, RenoDaniel supervises the Natural and Social Sciences section of the Environmental Services Division. He is the National Environmental Policy Act (NEPA) Coordinator for the division. As NEPA coordinator, he is a member of many project management teams that make sure NEPA requirements are fulfilled on all federally funded projects. He reviews environmental documents to make sure they meet NEPA, Federal Highway Association, state and local laws. He also ensures that all NEPA required public meetings and hearings meet or exceed the state and federal guidelines established by the Federal Highway Administration and National Environmental Policy Act. Daniel started working for the Nevada Highway Department (later, NDOT) in 1968.
