E-Bidding Portal 

Through the NDOT E-Bidding Portal, NDOT prequalified contractors can:

  • Prepare and submit Disadvantaged Business Enterprise (DBE) and Good Faith Effort (GFE) documents for contracts with a DBE Goal.
  • Submit Bidder's Preference documents to which a State bidder's preference applies.

DBE Commitments/Good Faith Effort Documents

When federally funded contracts have a Disadvantaged Business Enterprise Program (DBE) goal greater than Zero, prime contractors are required to submit the DBE commitment form (052-050) at the time of bid submittal.  This form must be filled out completely and all of the Nevada certified DBE firms that will participate on the contract must be included.  A written confirmation letter from the DBE stating they will perform the work listed for the amount listed must be provided no later than 5:00 PM the next business day.  These confirmation letters must be submitted on the DBE firm's letterhead.

If the prime contractor cannot meet the DBE goal assigned to the contract; the prime contractor must provide documentation of the efforts they made to meet the DBE goal.  These Good Faith Effort (GFE) documents are due no later than 5:00 PM the next business day.  Guidance concerning GFE documentation can be found in title 49 Code of Federal Requlations Part 26 Appendix A.

Bidder's Preference Documentation

State Funded contracts with Contract Cost Range greater than $250,000 are eligible for Bidder’s Preference.  To qualify for Bidder’s Preference prime contractors must hold a Certificate of Eligibility issued by the Nevada State Contractors Board.  They must also submit a completed and notarized Preference Bidding Certification Affidavit at the time of bid.  Both a Certificate of Eligibility and Preference Bidding Certification Affidavit are required to have a bidder's preference applied to a bid.
