In particular, public participation throughout the NEPA process raises concerns about the effects a project would have on noise levels, air and water quality, open space, property, and other “quality of life” issues.
In addition to the above, environmental justice requires focus on whether or not a project would have adverse and disproportionate impacts to minority or low-income neighborhoods and communities.

Patty Brisbin – Social Economic Analyst
B.S., Biological Sciences,
California Polytechnic State University, San Luis Obispo, CaliforniaPatty’s first job in Nevada was as a field biologist conducting animal surveys for the MX Missile Project Environmental Impact Statement. Next, she spent two summer seasons working as a naturalist/park ranger at Lake Tahoe Nevada State Park before landing a permanent job with the Nevada Department of Employment, Training and Rehabilitation Research and Analysis section. She supervised the Occupational Employment Statistics survey program and was one of the principle developers of the Nevada Career Information System. Since 2000, she has worked in the Environmental Services Division analyzing the impacts of transportation projects on communities and natural resources in compliance with the National Environmental Policy Act (NEPA) and other environmental laws.
