Metropolitan & Statewide Planning (5303 and 5304) Programs

Public transit in Nevada ranges from modern Bus Rapid Transit (BRT) in Urban Areas to Para transit buses providing service to the elderly and disabled located in remote locations.
Larger transit systems, operated under the Metropolitan Planning Organizations (MPO), can be found in Urbanized Areas of Nevada such as Las Vegas, Reno/Sparks, Carson City, and Lake Tahoe.
The NDOT Transit Section is responsible for helping in the creation and continuation of these services by administering the Federal Transit Administration (FTA) Grants on an annual basis for Metropolitan & Statewide Planning (5303 and 5304).

This program (49 U.S.C. 5303) provides funding to support cooperative, continuous, and comprehensive planning for making transportation investment decisions in metropolitan areas and statewide. The federal share is 80 percent and the local share is 20 percent.
Eligibility Requirements: Federal planning funds are first apportioned to NDOT. NDOT then allocates the planning funding to the MPOs.
Eligible Activities: For planning activities that (A) support the economic vitality of the metropolitan area, especially by enabling global competitiveness, productivity, and efficiency; (B) increase the safety of the transportation system for motorized and nonmotorized users; (C) increase the security of the transportation system for motorized and nonmotorized users; (D) increase the accessibility and mobility of people and for freight; (E) protect and enhance the environment, promote energy conservation, improve the quality of life, and promote consistency between transportation improvements and State and local planned growth and economic development patterns; (F) enhance the integration and connectivity of the transportation system, across and between modes, for people and freight; (G) promote efficient system management and operation; and (H) emphasize the preservation of the existing transportation system.
