Environmental Services Division houses a diverse group of environmental specialists who research, analyze, and monitor the effects transportation projects have on the environment.
They include air, noise, hazardous materials, and water quality specialists; biologists, archaeologists, environmental engineers, social analysts, and National Environmental Policy Act (NEPA) and National Historic Preservation Act (NHPA) experts.

Steve M. Cooke – Administrator I, Environmental Chief
M.S., Civil Engineering, University of Arizona
B.S., Watershed Science, Utah State University
Steve is the Chief of Environmental Services and previously worked in the NDOT Hydraulics Section for 4 years. Prior to hiring on with NDOT in 2004, he worked in consulting engineering as a project manager and hydraulic engineer focusing on the design and management of erosion control/water quality plans and roadway design projects.

Terry Kroll-Buehring – Administrative Assistant II
Terry Kroll moved to Nevada ten years ago from California. She has worked in the high tech industry in administrative positions, and for non-profit organizations managing databases. She joined NDOT through Kelly Services in April of 2009, where she worked for the Maintenance, Operations & Architecture Division. In September of 2010 Terry joined NDOT as a permanent employee in the Environmental Services Division as Administrative Assistant II. Her interests outside of work are photography, raising Golden Retrievers, and volunteering, as opportunities arise.
Cliff Creger – Chief Archaeologist
M.A., Anthropology, University of Nevada, Reno
Cliff has extensive experience with Federal Civil Service. He worked for three years as archaeologist for the U.S. Department of Fish and Wildlife and for 10 years as archaeologist with the U. S. Department of the Navy.

Daniel Harms – CEM, Supervisor III – Environmental Engineering
B.S., Environmental and Resource Sciences - Hydrology/Hydrogeology, University of Nevada, Reno
Dan is the supervisor of the Environmental Engineering group and administers the completion of NEPA, environmental certifications, and daily operations. Prior to joining NDOT in 1998, Dan worked in the environmental field for over ten years where he performed remedial investigations, feasibility studies, technical oversight, and project management.

Christopher Young, M.A., R.P.A., – Environmental Compliance Manager

Chris supervises the Natural and Social Sciences section of the Environmental Services Division and he is the National Environmental Policy Act (NEPA) Coordinator for the Department. He is a Nevada native and has worked in environmental compliance and cultural resources for the last two decades throughout Nevada, Alaska, Arizona, California, Idaho, Oregon and Washington.
